Needs more closer shots. looks like a 6 thread title, on silver edging. Some controversy on them. But if you have no better shots im not sure it can be determined for sure.

Hi Cary,
A first red flag is lack of detail to the serifs in the lettering. Here is an example from German Military Cuffbands 1784-Present by Gordon Williamson and Thomas McGuril, 1998, Page 186.
