It stands a chance as a tropical skull .... looks artificially aged ... through dusting or what I don't know.

Original Heer cap that someone has tried to turn into an ss cap by dyeing the centreband black. Fake eagle and as Ian says, original tropical skull that's been washed or bleached or something to try and make it look like an aged white one. Most valuable thing now is probably the original ss chinstrap.

The cap looks ok. ..but seem to be a wehrmacht nco cap from the beginning.
But the eagle is definitive a fake. The skull looks fine, but seem to be attached to the cap by some amateurs.
