ss cape or diplomats eagle?

Hi guys,what do you think of this eagle,it seems similar to some other cape/cloak ones that have been posted,but the head seems to face in the opposite direction,opinions please guys:

Ben would rather have this eagle than your SS signals visor so I suggest putting his name top of the list.

Actually...sorry to say it looks like a poor quality repro of either a diplo hat or SS cape eagle.
