The runes don't look right, too "squatty" for lack of a better word. Not the usual shape of a rune you see on tabs. Maybe it's your scan, but the piping doesn't look right. I can't tell about the cores, but in the photo, the color looks wrong as does the weave.
But who knows for sure? I'm not sure I'd dismiss them outright unless I had actually looked them over. The pips look good for an Untersturmfuhrer.
