I believe this is Nazi or SS kitsch. Here is a home made stickpin that was brought back with these two SS-FM stickpins.

That may be 19th Century scrimshaw etc. Hard to say.

It has a real Imperial hussar look to it too, so it could even be WWI. Looks like its engraved on bone, and certainly strikes me as a period piece...
