Some tabs and a 43 cap

I bought some items sight unseen from a pretty good source and all around good guy. But I thought the hat looks bad and I would like your opinions. Is this a current (West German) cap or a repro? Also the side eagle glows under a blacklight but the skull does not. Any chance that the skull is a good one? Also take a look at these tabs and see what you think.

Thanks gentlemen -- The seller has agreed to refund me. I will copy off these messages or provide a link so that he can maybe get his money back too.

The seller and I have a pretty good trading history. He has a variety of stuff including civil war, Indian artifacts, Americana, etc. so I understand him not being an expert on everthing. I'm sure the seller that brought this into his store said his dad brought it back or something like that.
