Help Please On SS Honor Ring

Does anyone have info on the recipients of an SS honor ring? The officer's name looks to be "S. lb. Frank" the award date is "21.12.44" any help or info would be greatly appreciated!

If the ring actually says, S.lb. L. H. Frank, it's a reproduction, as no first or middle name initials were ever used. How about some photos?

Correction. it is S.lb. Frank" I should have had my glasses on!
