My gut feeling on this, irrespective of whether it's SS or Heer, is that it's been very heavily reworked post-war, particularly the collar. It may have been modified for civilian use after the war and then someone tried to "put it back together" into a wartime configuation. I say this due to the collar being pretty poorly applied and also the shortened French cuffs, which you see on a lot of jackets converted after the war. The buttons (and it just may be the pics) look awfully "fresh" for such a worn tunic, so they may have been replaced when it was "converted back"Just my 2¢, which the government won't bail me out on...
