Weird looking SS bevo arm eagle

I obtained this bevo style eagle with an US vet's grouping that I purchased from another collector. It seemingly was applied to an uniform. Unfortunately I have never seen this style before. Is it real, and if so, what type would this be?

No, it is not a German variant; it is Belgian-made.
