The ones with the runes were speciality badges for staff involved in the merging of the SS and police (into the planned Staatsschutzkorps).

Here's the order you requested. As Robin says the badge is for specialists (fachfuehrer) who worked on SS/police matters at the Reich Security Main Office.
The order is from 1942 so the badges were probably issued; although I have never seen a photo of the badge in wear. I also had never seen the woven version before your post.
