      Any chance these are not Germans in the photo? The whole outfit seems foreign including the collar piping.

        Thanks for posting Tony.
        They are definitely SS men. Members of the Politische Bereitschaften wore this early black field cap up to the autumn of 1934. It seems always to be worn with badge on the side.
        Here is the cap being worn in the SS camp at the 1934 Nuremburg Rally.

              The skull seems to be of this distinctive rounded type..................not the usual jawless SS variety.
