Hello Kevin , a black tunic with these tabs would indicate LANDWACHT , which was not a combat unit , but rather an auxiliary police force raised from the ranks of the NSB . Originally meant for protection of the NSB from attacks by the underground resistance in Holland , they gained particular infamy for their behaviour towards regular citizens & rounding up illegal workers & Jews .. <p> As seen on this pic. , they would wear a RED armband ( " LANDWACHT " ) , on whatever black uniform they could still find , e.g. Germanic SS , WA or police , dyed army uniforms , or even civilian clothing . </p> <p> Since your tunic has the flaming grenade on its BUTTONS , it would originally have started out as a WW2 Dutch police - Staatspolitie - tunic ( which had blue ranktabs on both sides ) . </p>Attached Files

This picture posted in Post #31 (Nick G) again showed the seond Landwacht Nederland formation. Opperstormleider Hartman is the Landwacht commander for the Province of utrecht between March 1944 and November 1944.
Also the Picture in post #32 shows Landwacht Oficers, not Officers of the Landstorm Nederland.
