The straps are Allgemeine/pre-war, off the black uniform and for a field-grade officer ... i.e. SS-Untersturmfuehrer > SS-Hauptsturmfuehrer. The (fake looking) rank tab is for a SS-Sturmann ... who would also have had a single chevron on the sleeve.
Personally I'd avoid this item, looks like a typical put-together eBay special to me.
