Yes,
Its an award that went to newspaper's, I think in regards to circulation or performance. Its textbook and documented in Allach production figures and I believe Patzwall includes it in his article on award plaques.
I should note, that I took the picture and the am the owner of the piece. I purchased it from an advanced collector who had many porcelain items and was responsible for my vicious appetite over the course of 10 years to get my hands on as much as I could.
It is not exceptionally common nor exceptionally rare, but a nice piece in my opinion, but awards are always nice.
