That looks like a Panzer collar tab insignia. Can't comment on if they are original, but I think that is what they are.

Sorry, IMO no Panzer skull. I think a visor cap tradition skull Prussia style. These skulls were worn in the imperial army and later in the Wehrmacht (cavalry) etc. too.
