Looks like a 100% fake.

with doubts maybe the paper byself is original but that needs a closer look to it. The rest is just bogus and post war added.

Holmzey, it's hard to tell without having it in hand, are there any watermarks on the paper when you hold it up to light. Sonny

It looks very similar to this classic Morigi repro...distinguishable from an original by it's total lack of any tail feathers between the eagle's legs (on the embossed seal).

Is this a correct example of the embossed eagle, with respect to the tail-feather feature?
