shoulder board questions

I just bought this board, and initially I thought it was SS, but on closer examination, the underlay is very dark blue--any ideas?

Is it a board for some other branch (the white piping is throwing me off) or WSS with an underlay that's "faded" from black to dark blue?

is it WSS or? The underlay appears black but in strong light, is a really dark blue...

Actually, the underlay has been stitched-on; I'll try to take a pic from the side. It still may have been "stacked" postwar, but then why not use black to begin with, instead of the very dark blue?
