I believe that buttons for the Waffen-SS would be painted Feldgrau. These silver buttons may have been used by any civil or political organization that used pebbled silver buttons, but not the Waffen-SS.

I tend to agree with chris above political organisation buttons which no doubt will be rzm marked, true rzm ss buttons are marked as such, most waffen ss buttons are normally only maker marked
