NS Volkswohlfahrt meeting bage ca. 1934. I think.... As to the roles and missions of said organization, consult the Orgbuch d. NSDAP. It was the social welfare and charitable organization of the party. No doubt there was some equivalent in the USSR of 1934, as well.

the symbol is not in fact two runes,but one runic symbol with the slash/line down the middle...

I concur with the previous replies. If they where two sig ruhnen, the two ruhnen would be the same, but the left top has an other angle then the 2nd top, as you can see with the red lines.

The pin depicts a variation of the wolfsangle, not runes.
