Yes, these are Russian characthers and I would bet this inscription means Святой Георгий (Svjatoy Georgiy or Saint George). Very interesting to know the history of this title and why it was posted in SS forum (I mean how it was connected with SS).

This band is The Armband of the chief of group (gruppenfuhrer) of the Union of struggle against Bolshevism, this was unique to one man (Mironkin). Any further information on the orginisation or the man would be very much appreciated.
