The tunic looks like a converted original customs tunic to me. Piping stripped and cuffs re-edged, pretty common trick.

Almost a twin with clestuffs tunic . Notice they always have the Oberbayern cuff title. I am waiting for one with the runic insignias to show up. These tunics first appeared with this type of runic tab but the tabs gradually got better.
