Interesting NCO Cap

I wanted to share this (at least for me) non-typical cap. I always thought, that the runes in the liner were only for black caps. Maybe you more experienced friends can tell more about this? Is it pre war VT or what?

For my curiosity, i’d like to know if this cap has a marking under sweatband.
Because i found one like that in German collection and it was marked.

No markings whatsoever in or under the sweatband.
