SS Sleeve Eagle Reitz belgium made

Hi guy's , I have a question regarding my Belgium "factory Reitz" made sleeve eagle.
Were these eagles made just for officers , or NCO's as well ??

Any more info regarding this eagle is welcome.
Are they pretty rare , or common ??

I don't think I have seen any of these eagles in a flatwire or officer versions. I think with all the Belgium eagles they made hand made bullion eagles. I'm my opinion they made the best bullion SS items! Nice eagle too!
