            I don't believe it's a period example

            Should be "paper-backed" as you stated. Bullion is not the correct type in upper inner wing. Black threading should follow the body down the inner legs. Swastika should be same "tinseling" bullion as inner wings and upper leading edge of wings.
            Overall the whole quality of the stitching is not to standard.
