Does Anyone Know What This Is? Marked H/6400

Does anyone know what this item is? I thought it might be German, as it has the H/6400 marking that some German binoculars have, but it might not even be military. It basically looks like a level of some sort. I thought perhaps it was for sighting artillery or was off a piece of military equipment, but maybe it is a machinist tool or came off of a machine. It is 2 1/4" length x 1 3/8" width x 1 3/4" height. Any ideas? Any help is appreciated!

I believe it’s the bubble level from a scherenfernrohr s.f. 14z. Here is a pic of it on the set I have.

Based on buble leveler mount, it is from rangefinder Em 0,9 R. Usage is the same as for SF 14, but it is a slightly differ.
