Your example is painted in norwegian military green.

If it can be cleaned off, and if it still have the original german yellow underneath, then that will increase the value.

As for a price level: Put it on ebay and see what happens.

Or, how about googling SR 9 periscope ( or Sehrohr 9 )and see if there are realised prices relatable to the top part you have.

It isn´t really easy for anyone on a board like this to put a price on things.
Either we want to buy it (and will pay as little as possible) or, we would ourself do the googling and the ebay searches.

Either way, we all need to find our prices by ourself. The internet is full of auction houses and realised ebay prices.
It is only when all that fails, chances are good, you have a real winner.

As an example, I did exactly such a price search on something else sunday. (Not militaria)
Came back with a price level between € 8000.- and € 580.- for the same thing. Did that help me?
Yes, I do now expect, I may be able to get € 400.- If I am lucky.
( the 8000 sounds ridiculous, but it is a price tag I found. Someone believes in 8000 )

In my opinion, you may be able to get € 3-500.- for your item. Probably closer to € 300.-
