According to Dr. Seeger's grey book the blc 10 x 50 serial block (500 - 23600 which includes your bino serial number) was the serial block immediately preceding the 10 x 50 serial block (24300 - 26800) which commenced using the rln maker code. But I have no way of knowing whether the serial blocks were used sequentially or in a chronological order. The consensus among collectors is that the rln maker code was introduced in late 1944.

If the above information is correct that would place your bino as being made in 1944 sometime I would have thought. No doubt other collectors may have different views.
