Help identifying item

These two photos were scanned from an out of print book and emailed to me. (thanks Duncan) They are from a lichtmessbatterie (light measuring battery) of a Beobachtungabteilung. I know the scissors scope is a Scherenfernohr 14 but what is the other piece next to it?
