need more close-ups of markings. Case appears to be French (?) APX twill style or NVG/BW. Might be like a aiming circle extension periscope. The thumbscrew thing probably tightens it to the exit port of whatever it goes to.

Alright. I'm going to take a wild stab.

I'll say it's Swedish. Probably Wild-Heerbrug and it goes to an observation set as an extension accessory. I know it says 1944 but that's no guarantee about when it was made, but it could be.
