"Hunter at passing flight" is the literal translation or thereabouts but as to what it is I really dont know..

An and Vorbei may refer to an airplane passing some line of sight.
If so, the translation will be: Incoming, and outgoing.

A guess could be, it was used for air surveillance. If so, then the range to an airplane might be measured in the angled cut outs. Like the distance marks in a binocular can be used for rangefindings.

It would also serve as a crude sight for an antiaircraft gun. Possibly a "behelfsvisier" of some kind. If so, then the gun must have had an effective range of 1000 meter max. I think that spell machine gun.

You might try to measure the distance across the angled cut outs at 500 and at 1000. The distance at 500 should be the double of that at 1000.

As I said, just guessing here.

Yes, the distance across the cut at 500 is 12mm and at 1000 is 6 mm. It was found at FLAK positions.

It is a bad picture, but between the words Jäger and Flug is also a small hole.

        Something similar perhaps?

          Exactly. Same principle.
If one suppose a fighter is about 11 meter long, then the distance from the plate to the point of the measuring eye would be appr. 27 cm, or possibly a bit more. That would correspond more or less to the distance of the sights on a machine gun, like MG34 or MG42. But I cannot see how the design can be mounted on a machine gun. But, maybe on a mount with multiple guns with this plate in between.
