Construction Engineers or RLM, but I do not know if other ranks attached to the RLM wore black Waffenfarbe or their usual branch piping.

Until 1939 every officer, NCO and EM belonging to the RLM wore the black Waffenfarbe on his collar tabs and shoulder straps/boards. From 1939 onwards the RLM personnel wore the Waffenfarbe of the Waffengattung (branch) the respective guy came from.

The Luftwaffen-Bauverbände (construction troops, engineers and pioneers) took over the black Waffenfarbe in 1940.
