A WWII US GI war trophy that may have come off a Bf 109

I've seen lots of Mutter compass's but never with the bracket. Is the mount made out of a non-conductive material? Hard to tell from the photo if its a chem film aluminum material or some fiber board composite?

I believe it is fiber board.
