I think that the boards was there one day (IMHO), because there's the grommets. The loops leave only a little hole in the point where they starts and ends. One of those tears in the leather could be the things I'm talking about... But Sergey could help us seeing more close to the coat.

The tears shown in the photo are not the marks for the threads loop because are in the side of the collar, not in the side where sleeve meets the shoulder.
These tears are simply some damage nips

A few thoughts about your coat. The maker name on the label is in Augsburg and there was also a Luftwaffe base there though that proves nothing. That is the fanciest interior on a leather coat I have seen with several internal belts and leather flaps and snap buttons to cover the rings holding on the buttons. It ought to be restored.
