    What type of tunic is this guy wearing with its scalloped pocket flaps?

      A tuchrock, to be precise.

      Probably a private purchase (tailor-made) example. Hence the scalloped pocket flaps. Issue pieces would have been straight.

          I believe a lot of the wartime tailored scalloped pocket tunics came out of France.

              Is there a tailor's label inside?

              Also, if you post some images of the internal construction, then other members here (who are acquainted with French-production pieces) may be able to give you the benefit of their knowledge.
