Breast Eagle opinions

Hello,

A friend of mine picked up this eagle just lately. He says that it is an embroidered eagle on a light material like a moleskin, definitely not on wool. The backing material is a light black cotton.

Has anybody else seen an eagle like this or have one in their collection? What was it mounted on? Thanks!!

Eagle for the blue tropical uniform IMO . embroidered on soft cotton .
