I believe this man is a fireman (LW airfield fire service). The band, with which I am unfamiliar, appears to say "Fliegerhorst Niedersachsen"?

Possibly not, but the man is almost certainly a member or employee of the Luftwaffe. My first thought was forestry but the collar insignia are incorrect. The tabs most resemble the carmine piped elongated black collartabs of the Luftwaffe Airfield Fire Service but again, do not have the typical devices. I would love to know in what capacity he served.

This is purely a guess but is it possible his ribbons there could shed alittle light on his position?

Looks like either a ww1 ek2 or a kvk and a hindenburg cross ao not to much light
