Ribbon bar loops question

I've just acquired a Luftwaffe oblt's summer tunic with a pair of loops, spaced 35mm apart, above the right pocket.

I can't visualise what decoration would correctly sit there, although I presume it would be foreign. I'd greatly appreciate some informed suggestions.
