Don't know about the man who wore it, but the company that made it was Oskar Hertlein of Erlangen.

I looked up the title in two different sources but didn't see a match. Might be some type of ordnance related inspector, but don't know for sure. That's just a guess based on what I found that was close.

JAL Is correct with his designation for Meyers rank. Nice catch.

Basically an administrative rank, in this case the weather monitoring service, within the branch of the Luftwaffe.
