is it a vertical (rear) rudder?

or - basic - different colors something about the wings tops.

Without knowing its measurements, it looks like a wingtip. The arrow points to where the navigation light would attach (both top and bottom).

It is a wing tip for sure. Paint shows it's military as well.
Now you have to figure out the aircrfat type

If it were Russian built, the "R" would be reversed.

On my computer it looks like the ribs are painted chromate green. If this is the case, it is most likely a US built aircraft. Possibly a P-39 wing tip.
