Very nice jacket with original applied eagle. I wouldn't worry about the missing camo shoulderstraps. More important is that the eagle is original applied.
This one for instance offered on the estand in sumpf pattern is in my opinion not an original example. In comparison with the fine original sumpf pattern offered by Edwin, the one in the link below has some suspected differences.
Type of cloth ( imho sumpf pattern was never produced in hbt cloth) looks this is not the cloth it used to be.
LBA 43 stamp in a late war produced type jacket.
Most did not have camo boards. In fact, it was quite the exception for them to have camo boards.
As for who wore these, LW field division units typically wore them, but not exclusively. Even FJ/paratrooper units were issued these in the later stages of the war.
