LW breast eagle,opinions please

I want to hear your opinion on the originality and purpose of this type of breast eagle.

I think it´s a original late war cotton/(rayon) backed eagle, but I think it´s a Cap eagle, and if you compare it with a similar LW breast eagle you might find it a bit smaller than the breast eagle.
