What is this marking?

This is in the flap of a Luft. breadbag, and I cannot make it out. A Roman numeral I, some letters...R.3, plus the smaller markings above.t is the regimental number which I am unsure of. Any ideas? Two images in different light.

I think that the little markings are for the breadbag producer...

That's what I was leaning towards but the N looks a little off.
