Geschwader Boelcke cufftitle with "c" missing in his name

I may not know a lot about the Luftwaffe cufftitles, but is the one on this tunic correct? I have seen them have an "******246;" in place of "oe", but never something like this one: https://www.weitze.net/detail/83/Luf...e__131983.html

I've only seen this type in the Williamson/McGurl book, attributed I believe to George Petersen. My question is why is the cuff title actually sewn on the cuff, and not above it?
