Is this a Luftwaffe rank insignia?

This rank patch features two greyish cloth chevrons sewn onto what appears to be a black cloth backing. Would this patch be Luftwaffe or some other branch? Any help is appreciated.

LW Chevron ~ Work Clothing

This pattern braid was used by the Reichsheer and later by the Luftwaffe. The black backing would indicate work clothing.
