What seen everything or straps with badge cloth?? If the straps you saw had badge cloth I'd bet they were not contract produced examples.
You would lose that bet; a sizeable percentage of early production standard issue Heer tropical shoulder straps featured badge cloth piping. That fact however has no bearing on these straps, which are not typical.

Yeah, I could believe I'd lose that considering production began in 1940. However, I'd still like to see an example though.
The Schiffer volume "Afrikakorps" (Kurtz) has an excellent section on Heer and Luftwaffe shoulder insignia with many clear color photographs of original straps. You will find a number of (Heer) examples with badge cloth piping.

Well I have got faded WH ones with badge cloth piping brought back from Africa by New Zealand soldiers and yes I believe that they are 1940 or early 1941 production because that is when the first German tropical uniforms were produced and many of the units that arrived in the first part of 1941 were wearing 1940 dated uniforms with badge cloth piping on the shoulder boards. This early stuff is very sought after by collectors today.
I have not, however, seen any boards like the ones which started this thread and would investigate these further or ask John Hodgin,
