Breast eagle opinion

Hello all,
Is this one was too worn that it lost the details or is it a very bad one ? (I only have this pic, sorry)

I have to admit I am not keen on this eagle. Tail feathers and right hand wing tip (as we look at it) seems wrong. Also lack of detail in the other foot. It is also freshly stitched to the blouse.
