    flak boards and collar tabs a set?

    well i was VERY kindly given this set by a forum memeber and im wondering if they are a set! i dont think the collar tabs are flak(lufty insignia isnt my strong suit!) but i did a search and couldnt quite get a match!but im pretty sure the boards could be rural police! what do you guys think?any help would be greatly appreciated!!
