Also is it a cut off piece? tunic removed ???
looking at the backing it appears that way...is that a seam?

Very good indeed, tunic removed. I dont know what they go for, but I need one for my tunic, if your brother does'nt have it.

Yeah, tunic removed. Too bad because Luftwaffe tropical tunics are very cool items, but then again this was probably removed immediately postwar at the latest. I'd place a value on it at $300

Eagles sewn to a piece of tropical tunic are much tougher to find than mint never sewn or removed eagles.
