I don't think the blue wool would make this LW - Luftwaffe soldiers wore GJ boots on occasion (paras in Cassino '44 for instance), but I think these are standard Army.
Do they have LBA markings? That would make them LW.....

Nearly identical, but lighter in color.

Based on the construction I tend to Skijäger-boots. However the Fallschirmjäger told me he received them in 1944, but kept on wearing his jackboots.

The bluegrey felt at the insteps, and the black/red ribbon to put them on, are leading me to the opinion, they are indeed made for the Luftwaffe.

those are very interesting... maybe a experiment in search for universal boot - just like M4 - combination of ski boot and infantry boot...

I have always considered these boots like skijager type
and in many occasions used by different branches of the wehrmacht
the blue band of cloth is just a variation of materiel used IMO.
