NCO ?, the embroidery and the edge is silver( silver thread), it looks bad on the photos, here is a scan of the cuff because you can see it better.

Turns out you can't trust pics!
Officers' cuff titles were hand embroidered in aluminum wire. This specimen is machine-embroidered in Lurex as commonly found in many repros mimciking officers' quality embroidery. Weird construction on the reverse, BTW. Not for me.
